New Texting System Relays Tips To Police Anonymously
Bakersfield police have set up an anonymous way to text or e-mail information to them about a crime.
The department is using a third-party business to filter out the identity of someone leaving a tip about a crime. The process allows police to have two-way texting communication with the sender, Sgt. Mary DeGeare said.
Launched Tuesday, the system is intended to add to the current anonymous tip services of the Gang Tip Hotline or the Kern Secret Witness Program , police said.
The system should not be used for emergency situations, DeGeare said. Calling 911 remains the best way to report any crime demanding immediate attention, she said.
But, for example, if someone knows who committed a crime, where to find stolen property or who is selling drugs in the neighborhood, then that person can text or e-mail a tip without fear that police can trace the source of the tip, DeGeare said.
Information on how to use both systems can be found on the police website, www.bakersfieldpd.us or www.bakersfieldcity.us/police/.
To use the e-mail system, a person would go to www.tipsubmit.com and then fill in the country, state and city. That calls up a form to Bakersfield police that can be filled out and submitted.
To submit a text, a person would enter 274637 on the “To” line and then enter the word BPDCRIMES in the text box, followed by the message, police said. Police recommend people program their phone now so they don’t have to look it up when they need it.

One of the Hastings Police Department’s priorities for 2012 has already come to fruition. The department launched a new service last week that allows citizens to send anonymous tips to police via cell phone text message.
Text messages are sent to tip411, an internet based tool that also allows a two-way anonymous chat between tipsters and police. Anyone with a cell phone can text the word “Hastings” followed by a space and the tip information to 847411 . An example of a text tip would be “Hastings There is a lot of people in and out of 123 Hastings Street at all hours. I suspect drug dealing. Please check it out.”
The tip system is also being deployed in Hastings schools. Students with any school safety concerns can send their anonymous tip to the same number, leading the tip with the word “Raiders” instead of “Hastings.” School tips will be received by the school resource officer, who will work with school administrators to investigate the tip information. An example of a school tip would be “Raiders 7th grader Johnny Doe is being bullied by a small group of other kids. They took his lunch money and are always threatening him. He is afraid to report it.”
“In this digital age, the new capability will help citizens, especially young and tech savvy people play a more active role in keeping our neighborhoods and schools safe,” Chief of Police Paul Schnell said.

Hackers have again demonstrated that no matter how many security precautions someone takes, all a hacker needs to track their location and snoop on their phone calls and texts is their phone number.
The hack, first demonstrated by German security researcher Karsten Nohl in 2014 at a hacker convention in Hamburg, has been shown to still be active by Nohl over a year later for CBSs 60 Minutes.
The hack uses the network interchange service called Signalling System No. 7 , also known as C7 in the UK or CCSS7 in the US, which acts as a broker between mobile phone networks. When calls or text messages are made across networks SS7 handles details such as number translation, SMS transfer, billing and other back-end duties that connect one network or caller to another.
Nohl, who is currently conducting vulnerability analysis of SS7 for several international mobile phone networks, demonstrated the hack for the CBS show. He tracked a brand new phone given to US congressman Ted Lieu in California from his base in Berlin using only its phone number. Nohl pinpointed Lieus movements down to districts within Los Angeles, read his messages and recorded phone calls between Lieu and his staff.

SALEM — There’s drug activity. A neighbor is committing insurance fraud. There’s fear someone has been abused.
Do the right thing and report it to police via text message, or think twice?
Will the police track the text and turn up demanding more information?
Will the identity or phone number of the person providing the tip get out and criminals will track them down?
The answer to all is “no,” authorities said.
With the new “tip411” system introduced by the Salem County Prosecutor’s Office on Thursday, not even a subpoena can help.
Throughout New Jersey, police use different systems to ask for the public ‘s help in solving crimes, but many who have valuable information are still wary.
“We believe the public is our greatest law enforcement resource,” said Salem County Prosecutor John T. Lenahan Thursday. “Tip411 allows a safe and secure way for community members to share important information with police without fear or retribution. By providing this service to each department, citizens can communicate with their own department to collectively solve crimes in their communities.”
How sure can someone be that they will remain anonymous?
Chief of County Detectives Brian Facemyer said that when a text is sent via tip411, all identifying information is removed before the information is forwarded to individual police departments.
Subpoenas have even been issued in an attempt to find information on tipsters, but to no avail.

Trace Who Owns Textnow By Observing Their Textnow Number
A TextNow number can be observed by the following ways.
- If the user has entered the correct email address, you will be able to get some ideas of who the person is.
- The first and last name will also show the account details. So if this is correct, you can get the persons name.
- Open your phone call history and see if the number is there in the records. You could then try to figure it out by memory.
- You can also go through the text history records to see if you have exchanged messages with that number before.
- You can use the devices IP address information to track users, but you cannot access any IP-related information.
According its privacy policy, TextNow will capture a lot of user data, such as IP address, email details, device information, phone log information, messages and more, but TextNow will not share anything with you.
User-related data will only be shared with you if you are a case investigator or government police officer who has the right to access such data under a court order.
