White men dominate San Diegos police force partly because women and people of color are filtered out of the hiring process during its early stages, a consultant says in a comprehensive new report.

Other potential reasons why police officers are 84 percent male and 59 percent white could be problems with the written exams or physical tests applicants must complete, the 165-page report says.

The report, San Diegos first pay equity study, urges city officials to systematically track the pass/fail rates of applicants during the police recruitment process and document the reasons for failure of men, women and people of color at each stage.

Comprehensive pay equity study blames factors other than discrimination for gaps

During the early stages of the hiring process, men were 2.3 times more likely to be considered qualified than women, despite those same women being 1.2 times more likely to have a college degree, the report found.

The report said that data, which is based on an analysis of applicants from 2016 through 2019, was troubling.

Anything that disproportionately filters women from potentially becoming police officers at this early stage will undoubtedly reduce diversity in the department and increase the citywide pay gap, the report said.

Mens dominance of police officer jobs contributes to San Diegos 17.6 percent pay gap between men and women, because police officer is among the highest paid jobs in the city, with average total compensation of $124,154.

Physical Abilities Test And Pre

For this test, candidates will be required to run a 475-yard obstacle course that measures a broad range of physical abilities that are necessary for police work.

This course, which simulates a suspect chase, will require you to:

  • dodge low hanging objects
  • run through a series of pylons
  • jump, step and/or climb over a 3-foot, 4-foot and 6-foot fence and
  • partially lift and drag a 150-pound “simulated victim.”

You will be provided a vest that weighs approximately 3 pounds and must be worn while performing this test. Shorts or loose-fitting clothes that do not restrict arm and leg movements are suggested as appropriate clothing. Footwear should be comfortable athletic shoes with a gripping rubber sole.

At the time of the test, a test monitor will describe the test more fully and answer any questions you might have. This is a physically strenuous test designed to simulate the actual physical demands placed on Police Officers. If you are not in top physical condition, it is advised that you begin NOW to improve areas where you may need work.

NOTE: If you fail the Physical Abilities Test, you may request to be retested at a later date. No further processing will occur until the Physical Abilities Test has been passed.

The Physical Abilities Test is conducted at the San Diego Police Department training facility located at 4230 Spruance Road, San Diego, CA 92101 .

San Diego Police Officer Requirements

Anyone aspiring to become a San Diego police officer must meet a few basic requirements as well as complete a number of tests. Candidates for an entry-level officer position for the SDPD must:

  • Be a US citizen
  • Be at least 21 years old
  • Hold a high school diploma or a GED
  • Possess a valid California class C drivers license
  • Not have a history of felony charges, drug use, multiple traffic violations, and/or a poor credit history

How to Become a Police Officer

According to the US Bureau of Labor Statistics, police officers in the San Diego area earn an average annual salary of $78,420.2 Police recruits are paid an annual salary of $48,000 during academy training upon promotion to the rank of Police Officer I, officers earn a base salary of $54,000 a year.1 Officers can receive pay increases based on longevity thereafter, up to a maximum of $76,000 per year, and can also earn higher salaries based on further promotions in rank.1 Benefits available to all San Diego police officers include a four-day work week, paid holidays and vacations, and pay incentives based on shift differentials, educational attainment, special assignments, and overtime. Will a four year degree allow me to start as a detective?All new Officers will begin their careers in the patrol division. Four years after Academy graduation, Officers are eligible to apply for an investigative position. A college degree could help obtain that position.

    âClearly, itâs pay and benefits,â said Brian Marvel, the president of the Police Officerâs Association.

    But there is no shortage of applicants.

    Out of thousands that apply each year, only a handful, about four percent of applicants become new hires with the city to attend the Academy for SDPD.

    That pool of applicants is dramatically dropping though.

    âThatâs a huge concern for us because in order for us to fill 200 recruits in the Academy, we need 5,000 candidates,â Marvel said.

    In Fiscal Year 2013, 4,439 applicants took the first step in applying to become San Diego police officers, which is a written test.

    An average of four percent of applicants make it through the hiring process to the first day of the Academy. Of that, only one in four make it through the Academy and field training process, according to the police union.

    Using those averages, only 44 officers would have ended up joining the police force from the 4,439 applicants in 2013.

    Applicants endure a tough process lasting months that includes the written examination, an extensive background check, a lie detector test, several rounds of interviews, and they complete a timed obstacle course.

    âItâs not about how tough it is,â said Lt. Michael Swanson in charge of recruiting. âItâs about getting the âbest of the bestâ to be San Diego police and out there working in the community.â

    The department is also facing shortages of field training officers.

    As part of the San Diego police department exam, candidates must go through the following stages:
