After the application form is filed with the court, a hearing will be scheduled, and the defendant will be notified by mail. Both parties are required to attend the hearing. For most purposes the reports would be hearsay and inadmissible. It depends on why you want to offer them. But if you are trying to use them to prove the truth of the contents, you will probably fail. Authentication has nothing to do with the matter. Inherently inadmissible exhibits which are properly authenticated are still inadmissible.You don’t have to have a lawyer, but you do have to know the rules of evidence.

The problem with your reports is not just an authentication problem, they are also likely inadmissible hearsay evidence. Hearsay is not usually admissible unless there is a hearsay exception. And even if you can get the reports admitted under an exception, if there are any separate/distinct statements in the reports, those would be hearsay too requiring an additional hearsay exception for them to be admitted. I think the best you can do is ask the opposing party to stipulate to the reports’ authenticity and admissibility. Good luck.
