Montana Attorney General Tim Fox posted on Facebook last year about a call he received from Roy on behalf of the National Coalition for Police and Troopers. The call was spoofed to appear to be from Montana phone number, he wrote, noting that the caller did not identify the group as a political action committee, or super PAC, and telling his followers that it was not a nonprofit so donations are not tax deductible.

Money donated to this group might be used for political purposes and will not be used for direct help to police or troopers, Fox wrote. Please do your homework and avoid scams and misleading appeals for your hard-earned money.

FEC regulations state that political committees can only deposit a contribution into their account if that money came from a solicitation which expressly states that the contribution will be used in connection with a Federal election or the solicitation discloses that contributions are subject to federal election law. While several recordings uploaded online show that some callers have briefly mentioned the term PAC or have said that the group is supporting efforts to elect lawmakers to advocate for certain issues, the Montana attorney general wasnt the only person to say the group hadnt identified itself as required.

To show your support, you may consider making a donation when a fund-raiser calls from a fire or police service organization. It is a good idea, however, to be cautious about solicitations for money over the phone, especially during these troubling times when money can be extremely tight. Scammers have tailored their pitches accordingly, even going so far as to pretend theyre from a legitimate group in order to get you to part ways with your money.

Heres how the scam works: an unsolicited call shows up on the Caller ID from someone claiming to be representing a nonprofit organization. In some cases, the charity has a name that includes a law enforcement word . There are plenty of variations on this scam, but one that is making the rounds in the Wichita area currently identifies itself as being from the Fraternal Order of Police . The caller explains that the goal of this nonprofit is to help the families of fallen officers.

If you begin asking specific questions about the organization or how the money will be used, the caller may not answer and may be told to call a different number where your questions are also deflected or evaded. Callers often use intimidation tactics or try to make you feel guilty about not supporting their cause. Dont fall for it! Its all a way to get your credit card information and a donation.

State Police Warn Of Fundraising Phone Scam

Michigan State Police officials are warning area residents about a fundraising phone scam reported recently.

According to a state police news release, troopers at Alpena Post recently received a call from a concerned citizen who reported receiving a phone call from a man claiming to be a chief of a law enforcement department, who wanted to speak to the call recipient about making a contribution to the Fraternal Order of Police in Alpena as part of a fundraising effort.

According to the report, the caller said he was able to take a donation for the fundraising effort immediately, right over the phone with a credit card, even transferring the citizen to a woman. Both callers were reported to be very pushy when asking for the credit card number, and the security code on the back of the card. The citizen was knowledgeable enough to know it was a bad idea to provide this information, and did not fall for the scam.

Police remind residents to never verify or give any personal information such as your full name, social security number, credit card information, or any banking information unless you initiated the original call. If you believe it is a legitimate organization collecting money, advise the caller you will be contacting the local organization, or in this case the local police department to confirm their fundraising efforts.

Listed Vp Hadnt Heard Of Organization

Fred Berns does not recall agreeing to become an officer for the National Police Association.

Berns, 79, a former boxing promoter, was listed as vice president in a July 2017 filing with the state. Berns told The Baltimore Sun he knew Hutchison, but was not familiar with his latest venture.

Hes always got something going like that, Berns told The Sun. Hes a pretty bright kid.

Hutchison said in a statement to IndyStar that he approached Berns about joining the organization in 2017, but soon after there were other events whereby it was determined it wasnt for the best.

Berns did not respond to three IndyStar phone calls and one voicemail seeking comment.

Berns is among three names that show up in National Police Association documents and correspondence whose official roles with the organization could not be verified by IndyStar.

Until recently, the National Police Association listed a treasurer named Arnold Musungu, whose name is also spelled as Munsungu in some filings. Its press releases include a contact for Adam Colton, a name that has appeared on statements relating to Hutchisons businesses dating back to at least 2003, when he was listed as a media contact in a press release announcing the monthly winner of a USA Dream Girl model search.

IndyStar could not find records for anyone with Coltons or Musungus names who might have a role with the National Police Association.

Is The Police And Sheriff Support Alliance Legitimate

The Police Officers Support Alliance shows every indication of being a scam. It is not even listed, much less rated, by 1) Charity Watch, 2) Charity Navigator, 3) the BBB Wise Giving Alliance, or 4) or Consumer Reports Best Charities List. All of these organizations have extensive listings of known charities.

    This business calls continuously and refuses to take me off their call list after numerous such requests by me. They call late in the evening and on weekends. I have explained to them the donations I make and to whom as it is a local Police Department but the calls continue to the point of harassments. This needs to stop.

    The International Union of Police Associations and its related organizations go by more than a dozen different names, including the Police Officers Support Association and the National Emergency Responders Coalition. But the groups file financial disclosures with federal regulators under only a handful of names.

    Up until the latest tax year when the groups appear to have changed how they categorize certain expenditures the pattern was largely the same from year to year: A small number of families received a couple thousand dollars apiece top employees of the union received more than $100,000 apiece and tens of millions went to telemarketers.

    For example, in the tax year that ended March 2018, the Law Enforcement Officers Relief Fund gave 11 families an average of $6,545 apiece. That is equivalent to 2.7 percent of the $2.7 million the organization raised from donors that year, according to its federal tax return.

    Most of the money raised went to telemarketing 87 percent and other expenses.

    That same tax year, the International Union of Police Associations gave 10 students pursuing advanced degrees in law enforcement an average of $2,500 apiece.

    About $1.8 million went toward the salaries of union officials, including $199,700 for Cabral, the president. Three other IUPA executives earned more than $100,000 apiece during fiscal 2017-2018.

    BBB calls law enforcement support scammers

    An elderly man in Trenton, Mi., received a dire letter that warned of the greatest threats to our public safety in our nations history. The solution, the letter says, is clear: Give our law enforcement officers the crime prevention tools they need. A donation of $10, $15 or $25 would help keep communities like Trenton safe. Donations arent directed to the Trenton Police Department or typically any other police agency, for that matter. Instead, the money makes its way to a new nonprofit based in Indianapolis, the Indianapolis Star reports. Police departments in four states have found the letters to be misleading enough to issue scam alerts. Im thinking, What the hell is this, using our name and our police department to raise funds? said Trenton Police Lt. Mike Hawkins. Get out of here.

    The Committee for Police Officers Defense, the telemarketers who called me, applied for tax exemption in California. The application also included the name Police Officers Defense Coalition, as well as the Police Officers Defense Alliance. The latter is the name of the PAC I found earlier that had raised $3.2 million in contributions.

    Virginia incorporation papers show James Fotis is president of the Alliance and changed the name to the Defense Coalition. It appears there are a number of nonprofits up and running under the apparent control of Fotis.

    Also worth noting is that while his organization is based in Virginia, and gets its mail in Stafford, TX, Fotis lives in Lake Worth, FL. The websites describe his career in law enforcement and his role as the creator of the police officers safety act legislation carried by former San Diego Congressman Randy Duke Cunningham.

    One of Fotis websites solicits money for individuals who were guilty of a crime for doing their job the way they were trained to do it. As an example, he cites former Sheriff Joe Arpaio of Maricopa County in Arizona. President Trump pardoned the sheriff even after the Department of Justice described Arpaio as being responsible for the worst case of racial profiling in U.S. history.

    The website soliciting funds for Arpaio says, Liberals have targeted Sheriff Joe Arpaio with a multi-million dollar lawsuit because he was upholding the law of the land.

    Rcpd Says National Police Association Letters Are A Scam

    Letters like these have been circulating in Manhattan. RCPD says its a scam and that money raised by this organization doesnt actually go to any local law enforcement initiatives.

    The Riley County Police Department says a new scam hitting Manhattan mailboxes asks for donations to the National Police Association.

    RCPD says the association has generated letters in the area with claims they give law enforcement the crime prevention tools they need. In reality, RCPD says the money they raise doesnt actually go to police departments or any other legitimate police organizations.

    The National Police Associations website says it is a 501 3 non-profit, but its come under fire from multiple police departments across the country, who say it is a scam. The NPA website contains information that includes far-right leaning rhetoric. KMAN has reached out to the organization for comment.

    RCPD says anyone locally wanting to support law enforcement can do so by giving to the Frateral Order of Police Lodge #17 or the Greater Manhattan Community Foundation.
