The White Houses attempt to turn the issue around on Republicans comes in the context of rising violent crime rates in cities across the country. In Minneapolis, where George Floyds death de facto began the defund the police movement, homicides were, as of June 1, up 89 percent compared to last year. Through June 27, New York City has seen a 12 percent increase in murders since last year, and 50 percent increase from 2019.

The Fox News anchor Chris Wallace made headlines of his own on Sunday, by pointing out to a senior Republican that he and the rest of his party recently voted against $350bn in funding for law enforcement.
Cant you make the argument that its you and the Republicans who are defunding the police? Wallace asked Jim Banks, the head of the House Republican study committee.
The congressman was the author of a Fox News column in which he said Democrats were responsible for spikes in violent crime.
There is overwhelming evidence, Banks wrote, connecting the rise in murders to the violent riots last summer a reference to protests over the murder of George Floyd which sometimes produced looting and violence and the defund the police movement. Both of which were supported, financially and rhetorically, by the Democratic party and the Biden administration.
Joe Biden does not support any attempt to defund the police, a slogan adopted by some on the left but which remains controversial and which the president has said Republicans have used to beat the living hell out of Democrats.
On Fox News Sunday, Banks repeatedly attacked the so-called Squad of young progressive women in the House and said Democrats stigmatised law enforcement and helped criminals.

In February, a mile and a half from my house, at a park featuring an I Can Do Anything mural, a 38-year-old basketball coach named Reuben Lewis was gunned down in front of dozens of children. Two of his three sons, who he was picking up from football practice, watched him die.
In March, about four miles from that park, a 58-year-old man named Andre Weston got into an argument with a homeless man named William Vann. He doused Vann with an accelerant and lit him on fire.
In April, about two-and-a-half miles from where Vann was murdered, a house was burned to the ground in retaliation for a shooting that the people living there had nothing to do with. Esame Musleh, a refugee who had fled Yemen to escape the violence there, was burned alive. So was his one-year-old daughter.

Gop Plans To Use Crime As Central Midterm Message
Congressional Democrats are amplifying the push, highlighting their support for bills that would boost money for policing. They cite Republican opposition to the measures, along with the party’s lack of interest in investigating the Jan. 6 attack on the U.S. Capitol, which left a police officer dead and many more injured, to claim that Republicans aren’t the party of law enforcement.
“I think it’s important that people are educated on this issue. And I think it is significant that Republicans have chosen not to support, with their dollars and their votes, the police as well as our armed services,” said Rep. Chrissy Houlahan, D-Pa., who was part of the class of 2018 that flipped control of the House to Democrats.
The White House touts the $350 billion in state and local funding under Biden’s Covid-19 aid law for helping keep police employed. His budget requests $651 million for the Community Oriented Policing Services program or COPS a major increase from last year. Biden has also sought to sell his gun control proposals as an attempt to combat violent crime and mass murders.
“The president, with the backing of leading law enforcement groups, secured the money that his predecessor opposed to keep cops on the beat and every single Republican member of Congress voted against it,” White House spokesman Andrew Bates said. “The GOP continues to oppose the American Rescue Plan even as it delivers the rehiring of police in their districts.”
What Has Biden Promised On Police Funding
A statement from Mr Biden’s communications team on 8 June said he supported the need for reform, focusing on funding educational programmes as well as mental health and drug abuse treatment projects, to allow police officers to focus on the job of policing.
These programmes should be separate from funding for the police, it says.
Mr Biden’s campaign website also pledges a $300m investment in community policing, which would be conditional on hiring police officers who “mirror the racial diversity of the community”.
He also proposes additional funding for body-worn cameras for the police.
In an interview with CBS News in June, Mr Biden said he didn’t support defunding the police, adding: “I support conditioning federal aid to police, based on whether or not they meet certain basic standards of decency…”
Mr Biden also wrote an opinion piece that month in USA Today, stating: “While I do not believe federal dollars should go to police departments violating people’s rights or turning to violence as the first resort, I do not support defunding police.”

There are some high-profile Democrats who support a reduction in funding.
New York Congresswoman Alexandria Ocasio-Cortez is among the proponents of defunding police departments and reinvesting the money in local communities.
New York mayor Bill de Blasio has moved to cut $1 billion from the city’s police department budget, shifting the funds to youth programmes – although Congresswoman Ocasio-Cortez has said this was achieved through “budget tricks”.

An Ottawa city councillor is calling for a rethink of the police budget in the wake of widespread protests sparked by the killing of George Floyd.
In a tweet Thursday, Capital ward Coun. Shawn Menard used the hashtag #DefundThePolice, a slogan attached to a growing movement urging governments to reconsider the use of taxpayers’ dollars to militarize local law enforcement, and use the money instead for mental health supports and other services that benefit the community.

Speaking on CBC’s Ottawa Morning Friday, Menard clarified that he’s not calling for the Ottawa Police Service’s entire budget to be withdrawn.
“Obviously context is important in this discussion,” he said. “I don’t mean zeroing out a budget. What I do mean is there are a number of expensive services currently provided by police where outcomes could improve and which could be better handled by other professionals.”
The police service’s operating budget for 2020 is nearly $358 million, including $38 million in revenue and an additional $4 million from various fees. Most of that money goes toward paying officers.
“I’m not calling for a reduction in broad-based funding, what I am calling for is a shift in that funding,” Menard said.

On Tuesday, a proposal to fundamentally restructure the Minneapolis police department in the wake of George Floyd’s death in 2020 was soundly defeated, a setback that even many Democrats acknowledged could be laid at the feet of the “defund the police” movement that some within the party embraced last summer.
“Just months after leading an effort that would have defunded the police department, City Council members at Tuesday’s work session pushed chief Medaria Arradondo to tell them how the department is responding to the violence. “The number of reported violent crimes, like assaults, robberies and homicides are up compared to 2019, according to MPD crime data. More people have been killed in the city in the first nine months of 2020 than were slain in all of last year. Property crimes, like burglaries and auto thefts, are also up. Incidents of arson have increased 55 percent over the total at this point in 2019.”

When we were in Congress last year trying to pass an emergency relief plan for cities that were cash-strapped and laying off police and firefighters, it was the Republicans who objected to it.
