  • What is the Michigan AMBER Alert Plan?

    The Michigan AMBER Alert plan is a partnership between law enforcement and the media to help in the immediate dissemination of information to the public about an abducted child. AMBER Alerts are urgent bulletins issued utilizing the Emergency Alert System to interrupt radio and television broadcasting in the most serious child-abduction cases. The America’s Missing: Broadcast Emergency Response Alert Program is a voluntary partnership between law enforcement agencies, broadcasters, transportation agencies, and the wireless industry. Amber Alert of Michigan is supported by the Michigan State Police, Michigan Department of Transportation, Michigan Sheriff’s Association, Michigan Association of Chiefs of Police, and the Michigan Association of Broadcasters.

    MCL 28.751, et seq. establishes the Michigan Amber Alert Program and places the responsibility for the Michigan AMBER Alert system with the Department of State Police.

    The National Blue Alert Network supports the use and integration of Blue Alert plans throughout the United States in order to rapidly disseminate information to law enforcement agencies, the media and the public to aid in the apprehension of violent criminals who have killed, or seriously injured an officer in the line of duty. Blue Alerts can also be issued when a suspect poses an imminent and credible threat to law enforcement, or when an officer is missing in the line of duty.

    Congress passed the Rafael Ramos and Wenjian Liu National Blue Alert Act of 2015 in order to encourage, enhance, and integrate Blue Alert plans.

    The law is named in honor of New York City Police Officers Rafael Ramos and Wenjian Liu who were killed in an ambush attack on December 20, 2014.

    Blue Alerts can be transmitted to television and radio stations to cellphones and wireless devices, to overhead highway message signs, and other secondary alerting mechanisms in the same way that AMBER Alerts are commonly issued.

    There are currently 37 states with Blue Alert plans. The COPS Office provides resources and technical assistance to states, territories, law enforcement agencies, and tribes seeking to establish or enhance Blue Alert plans including, voluntary activation guidelines, examples of legislation, policies, and forms gathered from around the nation in a central Blue Alert data repository.

    What Are Wireless Emergency Alerts

    Wireless Emergency Alerts are free notifications delivered to your mobile device as part of a public safety system provided by Authorized Senders. The alerts are designed to inform you of imminent threats to safety or missing persons alerts in your area .To receive WEAs, you must have a compatible device and be located in an area targeted by Authorized Senders to receive the alert.

  • Wireless Emergency Alerts are available nationally with very limited exceptions. Accordingly, the following is a message required by the Federal Communication Commission :Notice Regarding Transmission of Wireless Emergency Alerts Verizon Wireless has chosen to offer wireless emergency alerts, including enhanced geo-targeting, within portions of its service area as defined by the terms and conditions of its service agreement, on wireless emergency alert capable devices.       The EMA is used for cases involving missing persons that DO NOT meet the AMBER Alert criteria. The EMA can be utilized for endangered missing persons of all ages. The EMA is a notification sent via email to media in the affected geographic region with information about an endangered missing person, in hopes the media will publicize the information in an effort to enlist the public’s help in locating the missing person.

    • What are the criteria for issuing an EMA?

      An EMA can be issued when:

    • The circumstances of the endangered missing person DO NOT meet the AMBER Alert criteria, but the person is missing under suspicious unexplained circumstances or the missing person is believed to be in danger because of age, health, mental or physical disability, environment, weather conditions, or in the company of a potentially dangerous person or some other factor that may expose the person to serious harm or injury.

    Showers and storms move through the middle part of the day, but dry out for New Years Eve.

    Its been over a week since that dry, Arctic air moved in with very little rain, but today will bring showers and thunderstorms to the Pine Belt. Now this isnt a First Alert Weather Day or anything…Id like to be clear on that…but there is a very low/marginal risk of severe weather in the area. The line of storms associated with the front has had a history of a few Severe Thunderstorm Warnings, but so far there has been no significant areas of rotation or Tornado Warnings. Thats all in line with what weve been saying all week: that showers and storms were likely but that it didnt look like a very organized or concerning system. Still, its just one of those days when it would be a good idea to have a warning system handy…either a weather radio or our WDAM First Alert app.

    The very low risk today will really only be associated with the leading edge of the line of storms, and once that passes things will improve rapidly. Youll still likely see rain in the area into the evening, but the chance of a strong thunderstorm or tornado drops to zero once the line passes you. Heres the current timing:

    Western Third : arrives between now and 9:30 am.

    Central Third : arrives between 10 am -11:30 am

    Eastern Third : arrives between 12:30 pm- 2 PM

    When a crime occurs in your community, the sooner police learn about it, the quicker they can respond. Residents are encouraged to sign up for all alert platforms relevant to where they live, work, and spend time in Los Angeles. Residents can provide multiple points of contacts, multiple addresses for alerts, and set language preferences by registering for the alert systems offered by the City of Los Angeles.

    Call Your Local Police Department

    You can call your local police department, give them the address of where you see the police cars and they will tell you what they can.

    Simply say something like Hey, Im not trying to be nosey but is there anything that I should be concerned about as a neighbor?

    Every state has different legal regulations on what type of information police are able to give out so dont be surprised if your police department may not be able to divulge more than you would like.

    Also some police departments have a public relations officer that you may be able to contact in order to get information about your specific neighborhood.

    I Believe I Was In A Targeted Geographic Alert Zone Why Didn’t I Receive A Wireless Emergency Alert

    Wireless Emergency Alerts are sent to cell sites providing wireless service to very specific areas. Your device may have been receiving service in a different area, or even from an adjacent area cell site, which wasn’t targeted by the alert. Signal coverage and device behavior also can affect whether you receive an alert.Most WEA alerts will be re-broadcast more than once to reach the maximum number of devices in the targeted area. Once a device has received an alert, it won’t accept duplicate or identical alerts.Note: Alerts will only be received by compatible devices. Without a compatible device, you won’t receive an alert even if you are within the targeted geographic location.

    Information About The Public Threat Alert

  • I am a representative of a law enforcement agency, PSAP, or RCC, how do I request a Public Threat Alert?

    In order to request activation of the Public Threat Alert System, the law enforcement agency, PSAP, or RCC shall issue an area wide broadcast to law enforcement and 911 centers via LEIN that provides:

  • Specific information regarding the incident to meet the criteria listed above.
  • Suspects last known location and description, if known.
  • Suspects vehicle description, if known and applicable.
  • Geographic area impacted by the threat .
  • A representative of the law enforcement agency, primary PSAP, or RCC must then contact the MSP Operations Unit directly at 517-241-8000 to request activation of the Public Threat Alert System. The following information must be provided to the Operations Unit:

  • How is a Public Threat Alert activated?

    Once the area wide broadcast is received and the MSP Operations Unit confirms that it meets the criteria for issuing a Public Threat Alert, the MSP Operations Unit will send an emergency alert to television and radio stations in the affected area and will also create a Wireless Emergency Alert for the incident, which will provide an alert to all wireless devices connected to the cellular network in the designated area.
