The Board is happy to announce that next round of camera grant awards is being prepared. Under this program, funds will be available to reimburse law enforcement agencies for officer-worn and in-car cameras purchased after July 1, 2019 and put into use before June 30, 2020. CAMERAS PURCHASED PRIOR TO JULY 1, 2019 ARE NOT ELIGIBLE FOR REIMBURSEMENT. Like the previous program, all agencies must be GATA approved and be compliant will all statutory and ILETSBobligations and training mandates upon application and prior to being awarded any funds. Only itemized cameras and associated training are eligible for reimbursement.

Initial information for this round will be posted to the beginning in early March of 2020 and awards are expected to be announced very soon after. Applications will only be accepted until 5:00 pm on Friday May 29, 2020 and no extensions will be available. All equipment purchases must be made prior to the close of the States fiscal year on June 30, 2020 and proof of purchase and installation must be made prior to July 31, 2020.

Agencies intending to apply for these grant funds must be prepared to submit the following:

Lieutenant Rich Kozik Memorial Park Motorcycle Ride

The ISP Heritage Foundation hosted the Lieutenant Rich Kozik Memorial Park Motorcycle Ride on Saturday, July 21, 2018. This fundraiser for the ISP Memorial Park served as an everlasting reminder of the sacrifices made by the brave men and women of the Illinois State Police. The name of the annual motorcycle run was changed this year to honor Lt. Kozik, who started the event.

Iii Specific Remedial Relief

  • The ISP has reinstated the following applicants, and enrolled them in Cadet Class 119. The ISP will provide each ISP cadet applicant identified in this paragraph with remedial relief upon graduation from Cadet Class 119. Remedial relief includes retroactive seniority from the date listed below, and placement at a salary step congruent to their modified seniority date. The ISP will submit the applicant to the State Employees Retirement System for inclusion in the Tier 1 pension plan with the starting employment date listed below. The ISP cannot compel SERS to accept the applicant into the Tier 1 plan, but will fully support inclusion.     If you abandoned your vehicle on the side of the Tollway or any of its entrance or exit ramps and would like to know if it was towed, please call and communicate the following information:

    • License plate number
    • Last known location of the vehicle
    • Date you left the vehicle on the Tollway

    If you are involved in an injury crash and your car needs to be towed due to damage, call or *999 on cellular phones. District 15 will need to know your location by milepost, the direction of travel, how many vehicles are involved, number of injured people and if any lanes are blocked. Give assistance to the injured and exchange information with the other parties involved, if possible.

    If you are involved in a property damage crash with no injuries and all vehicles are drivable, go to the nearest toll plaza or Tollway maintenance facility and ask a Tollway employee to notify a trooper that you would like an accident report. Exchange driver’s license information with the other drivers involved. You will need names, home addresses, phone numbers, driver’s license number and state, license plate numbers, vehicle identification numbers , make, model, year and type of vehicle. If your vehicle is drivable, remove it from the traveled portion of the roadway as soon as possible.

    Changes To Instructor Approval Application Process

    Please note: The following changes to the instructor approval application process applies only to instructors teaching in the full-time or part-time academy. The process for instructor approval applications for in-service training remains the same.

    Effective March 1, 2018, ILETSB will be accepting electronically submitted Approved Academy Instructor Applications as the primary method of submission. This new protocol will reduce staff time, allow for permanent records to be shared by the entire organization, and most importantly, ensure retention of permanent records. The process for receiving, retaining, and responding to those electronic applications are as follows:

    ILLINOIS STATE POLICE LATERAL PROGRAM

    ANNOUNCEMENT: The Illinois State Police is now offering a Lateral Entry Training Program! In this new Lateral Entry Training Program, Cadets will NOT have to relocate upon graduation and District assignments. Cadets will still report to the Illinois State Police Academy for the first three weeks of the Cadet Class, receiving an introduction into Illinois State Police Cadet life. Cadets will then return home, where they will report to a regional location daily for continued instruction, returning to their residence at the end of the day. Cadets will return to the Academy during specific phases of their training, such as Emergency Vehicle Operations Course, however, they will not be required to attend the Academy for more than three weeks in a row and for no more than 5-6 weeks total throughout the entirety of the Cadet Class.

    Isp Announce Email And Text Options For Foid Card And Ccl Correspondence

    SPRINGFIELD, Ill. The Illinois State Police Firearms Services Bureau announces the option for customers to receive correspondence regarding their FOID cards and CCLs from the ISP by email and/or text message instead of by letter through the United States Postal Service .

    The Illinois State Police Firearms Services Bureau is working diligently to ensure the statutory changes to the FOID Act will benefit the people of Illinois, stated ISP Director Brendan F. Kelly. This opt out option will make it easier and quicker for the public to receive notifications regarding their FOID card and/or CCL, concluded Kelly.

    If an individual would prefer to receive correspondence from the ISP FSB by email and/or text message instead of by letter through the USPS, they can sign up online at the ISP FSB portal.

    New Public Web Users

    If someone has not yet set up an online account, they should create an account by going to the ISP Firearm Services Bureau FOID/CCL Dashboard, clicking Enter in the FOID CARD or CCL box to establish a new Public Web User and creating a User ID and password.

    Iletsb School Resource Officer: Preliminary Program Policies And Curriculum

    In accordance with the requirements of PA 100-984, the Board approved a preliminary draft for our School Resource Officer program policies and curriculum at the last Board meeting. This allows for further review and feedback to be gathered before courses must be conducted and officers seek to complete training before the January 1, 2021 deadline.

    This document was prepared in coordination with the Shriver Center on Poverty Law and is a culmination of feedback from stakeholders and interested parties, including current SROs, chiefs and sheriffs, school administrators, community advocates, parent groups, trainers, and Board staff. As the notes and feedback of those meetings were compiled, it became clear that the general consensus was for SROs to be trained in youth communication, recognition of hardships and disabilities, threat recognition and response, and the intricacies of Illinois juvenile protection statutes.

    Ultimately, we determined that officers who had previously attended a recognized School Resource Officer Course may be eligible for a waiver if they also attended a juvenile law course and an active threat response course. These elements became the building blocks of the course and program we developed. Under this structure, officers have two options for attaining an SRO certificate, attend our course, or attend other Board-certified courses in the 3 topic areas.

    Annual Firearms Qualification And Use Of Force Training

    Part of any law enforcement officers Annual Firearms Training is a review of the agencys Use of Force policy as well as training on use of force guidelines and statutes. For the past few years, the Board has provided a Use of Force brochure which can be found on our website as a PDF form printable by the agency. Just recently, the Board has added an on-line Use of Force training for those agencies utilizing LEDI.

    All Law Enforcement Agencies are required to document the Annual Firearms and Use of Force training on their personnel roster either in its paper form or via LEDI. Should an agency wish to access the on-line Use of Force training, the agency MUST be enrolled in LEDI. If youd like to enroll in LEDI, please or contact your Board-assigned Field Rep.
