Most police officers work eight-hour shifts each day, but some police departments run 10- and 12-hour shift rosters. In a typical eight-hour system, there are three shifts rotating over a 24-hour period.

A 12-hour shift is more cost-effective for the police department, as one less officer is required to perform the same job as three officers as in a traditional eight-hour shift system. However, some researchers have cautioned about the effect of long hours on staff morale among officers. The 10-hour shift system is implemented in three shifts over 24 hours, with an overlap between shifts. This allows for more visible policing during the brief periods of overlap, which some researchers claim can improve morale.

    Can Pitman Schedule Save Money

    Woodland Park Mayor Keith Kazmark told the departments leadership that other than taxpayer interests, he didnt have a dog in this fight.

    Just make sure it is revenue-neutral, he said.

    It turns out that the schedule will reduce staffing costs slightly in the first year, and probably more in the second, with savings starting at around $10,000.

    The borough budgets around $120,000 for overtime, and the hope is to see a reduction in that as well, Kazmark said.

    Kenney concurred, saying their studies found that overtime tends to be greatly reduced when departments go to 12-hour shifts.

    And theres a bonus for residents under the Pitman schedule: The department is able to put more officers on the street during the busiest times. That happens because there are more officers on duty when there are more shifts, officials said.

    How Long Can A Police Officer’s Shift Be

    There currently are no state or federal mandates for how long a police officer’s shift can be, as the needs and capabilities of various departments and agencies vary drastically. For example, smaller departments with fewer officers may rely on overtime to fill shift coverage.

    A full-time workweek is 40 hours per week by law, though as essential workers, police officers can legally work more and earn overtime pay. The specific department or a police union typically sets the rules for overtime:

    • Nonunion departments: The administration of a department without a union determines hour shifts or restrictions for its officers.

    • Unionized departments: Most police forces have unions, and hours, shifts and overtime are part of the agreed-upon contract between the police agency and its officers. Unions typically oppose restrictions on the number of hours worked.

    Some departments may allow an officer to work up to 18 hours in a 24-hour period. However, balancing the need to staff shifts with providing adequate rest is vital, and law enforcement takes fatigue seriously. Studies in the field show that 10-hour shifts provide the best quality of work-life balance for police officers, with officers getting more sleep than those with traditional eight-hour shifts. Advocates for more standardized hours suggest limiting officers to only 14 hours per day with mandated rest periods on longer shifts.

    Tustin Police Experience Shift Change In Routines

    The shifts, they are a-changin at the Tustin Police Department.

    Every six months, the department goes through a shift change. Personnel work hours turn from days to nights or nights to days, all in the name of keeping the Tustin streets, homes and businesses safe 24/7.

    This transition affects more than half the department, and decisions are determined by seniority, said Sgt. Natalie Nguyen, a 16-year department veteran who transitioned from nights to days.

    Its a relatively easy transition, Nguyen said.

    This change also brings the officers into a different set of typical calls for service. For example, daytime calls could include ones related to transients or keeping the peace, as well as quality-of-life issues.

    Were a full-service agency, Nguyen said. Even if a parent called and said theyre having trouble getting a child to go to school today, we would still respond to that, though its a little different right now with COVID-19. But on a normal basis, we respond to everything.

    Officer Justin Baeza, who has two children, noted that shift changes can make life that much more difficult.

    Its a balance, Baeza said. You have to balance that home life and work life.

    Still, Baeza added, there are many benefits, such as working different areas of the city at alternating times.

    Requesting time off as a newer, more junior officer can prove to be difficult. For majority of police departments, requesting time off requires your submission to go through an approval process up the chain of command, starting with your sergeant.

    Days off are usually granted based on staffing for that particular day and seniority. So, if enough officers are scheduled to work and be present, you might be ok. However, there is a magic number of officers that must be staffed each day. So you might find it tough to get everything you seek early on, but know this does get better should you stick it out.

    If the number of officers working on a particular day falls short due to officers calling in sick, the department will give out overtime to officers that want to work on their day off to fill in the gap. Maintaining ample staffing is paramount each and every day.

    Most police departments have traditionally placed their patrol officers on a 40-hour workweek in which personnel work five consecutive 8-hour shifts, followed by two days off. In recent years, however, an increasing number of law enforcement agencies have moved to some variant of a compressed workweek. Some officers work four 10-hour shifts weekly or three 12-hour shifts . While this trend has been moving apace, few, if any, rigorous scientific studies examining the advantages and disadvantages of these works schedules for officers and their agencies have been completed until now.

    The researchers used the most rigorous scientific techniques available: a randomized controlled experiment. The NIJ-funded study was conducted by the Police Foundation.

    Slmpd Officers To Go On 12

    ST. LOUIS, Mo. – Starting in June, officers with the St. Louis Metropolitan Police Department will be going on 12-hour shifts.

    The longer shifts are due to concerns that crime could increase and because the department says it is short dozens of officers. The plan calls for the longer shifts to last at least through the end of September and would be on Fridays, Saturdays and Sundays.

    One St. Louis resident said he is concerned the long hours could put the public at risk.

    They could be putting their lives more at risk and they could be putting other peoples lives more at risk, said South City resident Aaron Defenvaugh. I would ask that just everybody that lives in the city would be diligent to take care of their neighbors and to take care of themselves, and to be responsible and try to take some of the burden off police officers.

    As the summer months near, bringing a likely increase in call volume and a higher propensity for violent crime, adjustments are needed to ensure we have the proper amount of personnel available to handle calls and maintain visibility. With a reduction in staffing, we must make changes that allow us to appropriately provide the service expected of us. As we all know, the weekend evening/night shifts can be some of the most challenging.
