And with reformed 2021 budgets coming into effect, cities are slowly beginning to redistribute law enforcement money to housing, mental health programs, food access and other programs.
âWe are showing the country how reinvestments from the police budget can actually make many peopleâs lives so much better and safer,â said Gregorio Casar, a councilmember in Austin, Texas, who helped pass a major cut to the cityâs law enforcement budget and is now reallocating those dollars to housing programs. âThis will build momentum for changes to police budgets across the country.â

From slavery 400 years ago to present-day attacks by police, systems of white supremacy have imposed a public health crisis on the lives and safety Black people. Today, there are far too many examples across the country of police officers strong-arming and killing Black people. Yet certain lawmakers want to continue pouring money into military-style weapons, training, and systems that allow officers to commit violence without consequences. Its time to shift our priorities.
Instead of investing in systems that brutalize Black communities, we demand that elected officials prioritize public-health approaches that strengthen Black communities. Excessive and discriminatory policing must be replaced with a model that promotes community support, connects individuals to available services, and actually creates safe and sustainable environments.

This report proceeds along five main empirical sections, each of which tests a different theoretical implication. The first tests whether, as the luxury beliefs thesis would predict, self-identified Democrats support for defunding and depolicing policies is indeed greatest among the most socioeconomically advantaged racial/ethnic groups, namely, whites and Asian Americans. It also tests and compares the expected positive effects of socioeconomic status and political ideology on the odds of supporting such policies. As expected, greater household income is found to significantly increase the odds of supporting defunding and depolicing policiesthough these relationships are substantially confounded by educational attainment. White and Asian Democratsthe groups that score highest on all available indicators of SESare significantly more likely than black and Hispanic Democrats, therefore, to support these policies. At the same time, ideological self-identification is found to be a stronger predictor of support than household income and education. And given that white and Asian Democrats are also more likely than their black and Hispanic copartisans to identify as liberal, the relevance of socioeconomic differences to explaining differences in support between these groups is questionable.

As Rep. Val Demings walked onto the stage for her victory speech in Orlando on Tuesday after winning the Democratic Senate primary, she was greeted with blue and yellow signs that read “CHIEF.”
It’s the title she held for four years in Orlando, where she was the city’s first female police department chief. It’s also a title she’s spent millions on ads in her Senate campaign to highlight, with the title “Chief” not “Congresswoman” attached to her name.
“I’m not playing the police. I am the police. I am a law enforcement officer,” Demings told CBS News before her primary, where she won with over 84% of the vote. The Florida Democrat, who is taking on Republican Sen. Marco Rubio in the fall, served 27 years in the Orlando Police Department.
“Taking that experience of being the chief to Congress, I do think helped me,” Demings added. “As a law enforcement officer, I cannot tell you the political party of the overwhelming majority of men and women that I worked with. It didn’t matter. We had a mission and that was to keep our community safe.”
Demings is one of several statewide Democratic candidates in competitive races leaning into their law-and-order ties two years after widespread protests and riots over police brutality, as major cities see a steady rise in crime.
Democratic candidates this year have not only looked to distance themselves from the 2020 “Defund the Police” movement, but also criticize it.

How Austin Is Spending Police Funds
Austin, Texas, has made some of the most dramatic changes in the country, directly cutting roughly$20m from the police department, and moving $80m from the agency by shifting certain services out of law enforcement. The city has gone from spending 40% of its $1.1bn general fund on police to now allocating about 26% to law enforcement.
âPublic health and public safety are at the heart of this,â said Chris Harris, the criminal justice director at Texas Appleseed, a local not-for-profit. âWhen we take policing away, we are actually filling that void with alternatives that we know are going to help.â
The Austin police funds were reallocated to emergency medical services for Covid-19, community medics, mental health first responders, services for homeless people, substance abuse programs, food access, workforce development, abortion services, victim support, parks and more. The city council is using money saved from the police budget to buy two hotels to provide supportive housing for homeless residents.
Austin has started redirecting certain 911 calls to mental health professionals â a move meant to provide help to those crises instead of a potentially deadly response by police, Casar said: âWe know that we can solve the mental health crisis with treatment and care, not with handcuffs and jail.â

Biden ‘knows The Political Impact Of Crime’ For Democrats
The attacks from both parties don’t necessarily reflect the full reality. National Democratic lawmakers and candidates overwhelmingly oppose defunding police and have supported increasing money for law enforcement. And Republicans cite many factors none of them particular to police funding to justify their opposition to the $1.9 trillion stimulus law.
White House press secretary Jen Psaki has repeatedly defended the Democratic argument.
“If you oppose funding for the COPS program something that was dramatically cut by the prior administration and many Republicans supported and then you vote against a bill that has funding for the COPS program, we can let other people evaluate what that means,” Psaki said when pressed by a reporter at a news briefing June 30.
A Democratic strategist acknowledged that it could be seen as a stretch to argue that opposition to the Covid-19 relief bill was tantamount to opposing police funding in general. But the strategist said it was fair game after Republicans sought to paint Biden as supporting the “defund the police” movement, which he openly opposed.
“If Republicans want to use an intellectually dishonest argument about defunding the police, it is fair game for Democrats to have a somewhat intellectually dishonest argument, to boot,” the strategist said. “If Republicans are going to try to pursue that BS line of argument, we will put it right back in their face.”
Some of them have begun to do that.

In a matter of weeks, the call to defund police departments has gone from a radical, fringe position to a mainstream protest slogan and policy prescription across the nation. In fact, a found that 43% of voters nationwide now support redirecting funding for their local police departments to bolster community development programs, while 42% oppose the proposal.
In response, a number of City Council members in major cities, including Philadelphia, New York City, and Los Angeles have already committed to shaving down their policing budgets, which are typically their biggest line items by several orders of magnitude. Social scientists should lend institutional legitimacy to back these calls. Defunding the police supports three core tenets of effective policy change:
Theoretical Implications And Empirical Expectations
Henderson argues that the wealthy ultimately needed to adopt new status markers to better distinguish themselves from those in lower social classes. Accordingly, in the context of policing attitudes, one implication of this thesis is that Democrats support for defunding and depolicing policies is generally superficial. That is, Democrats who support such policies do so primarily for social-reputational reasons and only to the extent that they are personally costless, or at least affordable. They talk the talk, so to speak, knowing that theyre unlikely to ever have to walk the walk.
If the luxury beliefs account is true, there are several empirically testable implications that follow. First and most basic, Democrats support for defunding and depolicing policies should increase as a function of socioeconomic status. Second, wed expect support to be greatest among the most socioeconomically advantaged Democratsnamely, whites and Asians. Additionally, differences in support between racial/ethnic groups should shrink when all indicators of SES are held constant. Finally, wed also expect support to decline for all groups as local crime levels increase.
