Richmond Police On Recruitment Blitz To Hire 140 Officers Coalition Seeks Collective Bargaining Rights
RICHMOND, Va. â Down 140 sworn officers, the Richmond Police Department hopes a new campaign, touting better pay, will bring new hires.
This is actually a historic raise. The largest raise that weve seen and what its going to do is its going to give us the ability to compete with the surrounding jurisdictions, said Major Darrell Goins of the Richmond Police Department.
The department is on a mission to recruit the remaining 20% of its force.
Starting July 1, pay for police officers in the City of Richmond will go from $44,000 a year to $51,000. Thats matching police officer salaries in Henrico County and ahead of officer pay in Chesterfield County.
For years the city had been lagging in first responder pay when compared to neighboring counties. Pay issues, coupled with a summer of unrest in 2020, created morale issues within the department, and many left.
If you want to be a part of the change you come in and you can work from the inside and you help impact that change, said Goins.
But, new recruitment efforts are underway focusing on how quickly officers can get experience and move up within the department. Recruiters are also pushing the better pay message.
Were still competitive at this point but we just need to make sure that this raise was not just a one-time fix it all, said Brendan Leavy, President of Richmond Coalition of Police.
Leavy says by the end of the year both Henrico and Chesterfield will leapfrog what Richmond is offering.
What Is Reasonable Discipline
Any use of school discipline, whether by a teacher or an SSPO, must be reasonable.
Legally, any disciplinary action is only lawful if it is reasonable in all the circumstances. This means the person imposing the discipline must consider all the relevant factors and be able to defend the action as a reasonable response to the pupils actions.
Teachers and SSPOs can be held accountable if they act unreasonably. If you think a disciplinary action imposed by a teacher or SSPO was unreasonable, you can challenge the school about it.
In practice, for minor issues it is usually better to send a letter or complaint to the school. In more serious situations involving unfair punishment, we recommend speaking to a lawyer with expertise in education or public law. Our I need a lawyer page can help you find a lawyer with suitable experience.
Building Searches: A Resource And Geometry Problem
We must provide patrol officers with the knowledge, techniques and tactics to make building searches as safe as possible
Patrol officers are regularly called upon to search buildings. Responding to alarms, attempting to locate suspects in and around buildings, and investigating burglaries are just a few of the calls for service law enforcement officers handle that require good search techniques and tactics.
Unfortunately, most of the building search training patrol officers receive barely covers the minimum information required to make them safe and successful. Frequently, this training involves the use of unrealistic scenarios featuring multiple armed suspects and an unrealistic number of officers available to assist.
Compounding this problem, the building search training patrol officers receive frequently fails to match their working environment. In many departments, SWAT personnel are tasked with providing training to patrol officers during in-service. SWAT operators have extensive training in search techniques and tactics. However, a problem arises when SWAT instructors have unrealistic expectations about the resources available to patrol officers.

Police officers can also enter school premises by obtaining the permission of the headteacher. The headteacher is allowed to refuse permission, though. If they refuse permission but the police officer still enters school property without another lawful reason, it is trespassing.

Police Report Vs Police Record
First, lets clarify something that is bound to cause some confusion: the difference between a police report and a police record. While these two items have similar names, they are in fact very different. A police report is a document filed by a police officer that essentially offers a summary of an arrest, incident, or accident. A police record, on the other hand, is usually the same as a criminal record and it includes a list and summary of an individuals history of interactions with law enforcement, including arrests and convictions.
Another point that deserves clarification is the difference between a police report and an accident report. In fact, theres not really a difference between these two items. An accident report is simply a type of police report that details the circumstances of a traffic accident. A police report, meanwhile, can include accident reports, but they cover a much broader range of incidents that may involve the police, including crimes. Note that some police departments call police reports incident reports. Remember that some accident reports may also be criminal reports, such as if the accident may have been caused by drunk driving.
Ability To Interact Well With Others
Police officers must be able to build and maintain solid relationships with people both inside and outside the police force. They must also be able to work in a team and cooperate with others.
You have what it takes if:
- You do not react aggressively when provoked
- You are able to maintain your concentration in stressful situations, such as when you are studying the night before an exam and
- You are able to help resolve conflicts without getting emotional.

Entering School Property To Prevent A Breach Of The Peace
Although breaching the peace is not a criminal offence, you can be arrested for it. The police can also lawfully enter school premises without permission to prevent a breach of the peace.
The precise meaning of breach of the peace is not defined in any legislation. Instead, the commonly used definition as defined in case law is:
whenever harm is actually done, or is likely to be done, to a person or, in his presence, to his property or a person is in fear of being so harmed through an assault, an affray, a riot.or other disturbance.
Generally, when a breach of the peace has been committed, the incident will also be covered by an actual criminal offence . However, the definition of someone being in fear of a breach is more vague. The police have historically used this, for example, to kettle a protest when they decide its getting too loud, even when theres no specific threat of violence.
This vague definition works both ways, however. If an officer uses a breach of the peace as a reason to enter a school, it does not automatically mean they are right. Their decision can still be challenged in court. If they are found to have been on the property unlawfully, then anything they did on the property might be unlawful as well.
Warrant And Capias Information
Q: What is the difference between a warrant and a capias?
A: A warrant is an order which authorizes a law enforcement officer to arrest and bring a person before the judge. A warrant may be issued when a person is charged with a crime, convicted of a crime but failed to appear for sentencing, owes a fine or is in contempt of court. A capias is also an order for arrest of a person, typically issued by the judge or magistrate in a case. It is commonly issued after a defendant fails to attend a scheduled court hearing.
Q: How do I know if I have an outstanding warrant or capias?
A: Respond to any Police District or ask an officer on the street to run a query on your social security number. You should provide some type of identification, if possible. To protect your privacy, police will NOT run a query if you simply call a district on the telephone.
Q: If there is an outstanding warrant or capias, will I be arrested on the spot?
A: Most capiases allow an officer to re-cite, meaning you will be given a new court date. However, if you have been re-cited numerous times and have continued to ignore the court date, the officer may choose to physically arrest you. Most warrants require an officer to physically arrest the person. Once you are re-cited or processed through the Hamilton County Justice Center, the warrant/capias is cancelled by the Hamilton County Central Warrants Department .
What Is A Background Check
The police collect, retain, and use a wide variety of information about the individuals whom they come into contact with. These records are maintained and stored in a variety of databases. Each database does not necessarily contain the same information.
Police services have wide discretionary powers about the type of information that is stored and released about individuals. Generally speaking, there are three types of record checks that may be requested, which become progressively more expansive and intrusive.
Criminal Record Checks CRCs disclose criminal convictions referred to in RCMP or local police databases. CRCs will also include findings of guilt under the Youth Criminal Justice Act within the applicable disclosure period.
Generally, a CRC is released to the subject matter of the check . That person may provide the results to the relevant prospective employer, volunteer agency or other requesting organization.
