Richmond Police On Recruitment Blitz To Hire 140 Officers Coalition Seeks Collective Bargaining Rights
RICHMOND, Va. â Down 140 sworn officers, the Richmond Police Department hopes a new campaign, touting better pay, will bring new hires.
This is actually a historic raise. The largest raise that weve seen and what its going to do is its going to give us the ability to compete with the surrounding jurisdictions, said Major Darrell Goins of the Richmond Police Department.
The department is on a mission to recruit the remaining 20% of its force.
Starting July 1, pay for police officers in the City of Richmond will go from $44,000 a year to $51,000. Thats matching police officer salaries in Henrico County and ahead of officer pay in Chesterfield County.
For years the city had been lagging in first responder pay when compared to neighboring counties. Pay issues, coupled with a summer of unrest in 2020, created morale issues within the department, and many left.
If you want to be a part of the change you come in and you can work from the inside and you help impact that change, said Goins.
But, new recruitment efforts are underway focusing on how quickly officers can get experience and move up within the department. Recruiters are also pushing the better pay message.
Were still competitive at this point but we just need to make sure that this raise was not just a one-time fix it all, said Brendan Leavy, President of Richmond Coalition of Police.
Leavy says by the end of the year both Henrico and Chesterfield will leapfrog what Richmond is offering.

Patrol officers are regularly called upon to search buildings. Responding to alarms, attempting to locate suspects in and around buildings, and investigating burglaries are just a few of the calls for service law enforcement officers handle that require good search techniques and tactics.

Entering School Property With The Headteachers Permission
If a police offer has a lawful reason to enter school premises , they can do so without asking permission.
Police officers can also enter school premises by obtaining the permission of the headteacher. The headteacher is allowed to refuse permission, though. If they refuse permission but the police officer still enters school property without another lawful reason, it is trespassing.
SSPOs may have ongoing permission to be present on school property under their SSP. But this does not cover ordinary police officers.

Entering School Property To Prevent A Breach Of The Peace
Although breaching the peace is not a criminal offence, you can be arrested for it. The police can also lawfully enter school premises without permission to prevent a breach of the peace.
The precise meaning of breach of the peace is not defined in any legislation. Instead, the commonly used definition as defined in case law is:
whenever harm is actually done, or is likely to be done, to a person or, in his presence, to his property or a person is in fear of being so harmed through an assault, an affray, a riot.or other disturbance.
Generally, when a breach of the peace has been committed, the incident will also be covered by an actual criminal offence . However, the definition of someone being in fear of a breach is more vague.
