In fact, U.S. carriers are in the process of phasing out their 2G networks. AT& T stopped servicing their 2G network in 2017 and Verizon did in 2020. Sprint and T-Mobile arent quite as far along, but they also plan to phase out their 2G networks by December 2021 and December 2022, respectively.

For police departments, tools of the trade sometimes come with big price tags. That certainly describes contracts and purchase orders for two sophisticated pieces of equipment used by the Milwaukee Police Department to monitor cell phones and access their data.

According to documents obtained by Wisconsin Examiner via open records requests to the citys purchasing division, a new cell site simulator system purchased by MPD in May 2019 cost $498,900.

Cell site simulators trick cell phones by acting like cell towers. Once a phone connects, the CSS intercepts information from the phone and can track its location. With the right software it can also monitor calls and text messages, or send fake text messages. The devices are also known to cause malfunctions and interference in nearby phones as well as those with which they connect.

The CSS purchase contract itemizes different key aspects of the device including an eight-channel portable base station at $207,500 a seven-band transportable amplifier at $218,400, another $40,000 for a two-year warranty, a part of the device that fits on police vehicles for $23,000, and $10,000 for a week of on-site training. It also shows that MPD went through a different company to acquire the system than it had in years past.

The Nyxcell CSSs ability to emulate multiple types of cell towers at once may also affect the interference these technologies can cause to phones.

Can Police Track Phone Calls

Stingray Technology

Most people have never heard of stingray technology, but that does not stop government and police agencies from using it to spy on citizens. Essentially what Stingray refers to is a secretive technology that mimics cellular towers to confuse mobile phones in proximity to the device. What happens is that the mobile phone is tricked to think the stingray device is a legitimate cell tower and therefore connects to the spy device. Once connected to the stingray, police can then track call history, identify who is calling into the mobile device, monitor conversation, pinpoint the location of an individual, and more. Stingray technology essentially takes domestic wiretapping to a whole new advanced and terrifying level of privacy invasion, and that is why everyone should hold some concern.

Two organizations, the ACLU and EFF, have moved forward with legal paperwork stating investigations using stingray technology were essentially illegal. The reason is that authorities using the stingray technology did so without first explaining in detail to the courts how they would use stingray devices. Both organizations feel that the government and police intentionally misled the oversight authority knowing that if the truth was revealed the courts may be apprehensive to greenlight any such activity.

CBC News has since contacted 30 provincial and municipal police forces across Canada to ask how many IMSI catchers they own, the number of operators trained to use them, and how many times the technology was used in 2015 and 2016.

Only Calgary police answered in full.

Ryan Jepson, the head of Calgary police’s technical operations section, said his force has owned one IMSI catcher since 2015. It was used in six investigations that year, and eight more in 2016.

He says the device is only deployed by “a very small group of trained operators” within his unit, and is only used to identify suspects’ devices not track their location or collect the content of their communications.

“It’s the same as the RCMP. We don’t intercept private communications,” Jepson said.

Ontario Provincial Police and Winnipeg police each possess at least one IMSI catcher, but declined to discuss:

  • Whether their technology is used to capture the contents of communications.
  • How many technicians are trained to operate the technology.
  • The number of investigations in which the device was used in 2015 and 2016.

Both forces said revealing more information could jeopardize ongoing investigations, court proceedings, and public and officer safety. But Jepson in Calgary disagrees.

“I have no issues with being transparent about it. It was never the intent to be secretive,” he said. “It was about being able to protect certain techniques.”

The Baltimore Police Department will purchase 400 Slik Tix Mobile Electronic Ticketing Systems from Daly Computers, Inc and manufactured by Global Public Safety, LLC. The BPD will use funds from a Governors Office of Crime Control and Prevention crime reduction grant. The BPD will use ETiX to write and submit electronic traffic citations which are currently hand-written, and manually entered. ETiX, which is also utilized by the Maryland State Police, allows officers to scan drivers licenses to automatically populate a citation, and officers will choose a charge from a drop-down menu. By automating the ticket issuing and processing system, the BPD will significantly increase efficiency and accuracy in citations while improving officer safety by decreasing the time spent on traffic stops.
