Recruitment Selection Process

The first step in the Chicago Police Officer employment process is a written examination.     Chicago Police Department Office Of Professional Standards

    In 2002, Lightfoot was appointed chief administrator of the Chicago Police Department Office of Professional Standards, a now-defunct governmental police oversight group, by Police Superintendent Terry Hillard. She held the position for two years. In the position, she was in charge of investigating possible cases of police misconduct, including police shootings of civilians. However, a report found that the Office of Professional Standards investigations often lacked thoroughness. Lightfoot says her recommendations for disciplinary action were often rejected by the police department.

    In one notable case, Lightfoot went against Police Department orthodoxy by recommending the firing of officer Alvin Weems, who shot and killed an unarmed man, Michael Pleasance. Weems was initially believed to have accidentally shot Pleasance, but after video evidence contradicting the initial claims was revealed, even Weems himself expressed feeling that the shooting was unjustified. Weems was not fired by the Chicago Police Department, but the city was eventually forced to pay a settlement to the Pleasance family. Weems later committed suicide.

    Once all the other requirements have been fulfilled, an applicant must begin their police training at the CPDs Education and Training Division. Training typically takes between 1-2 years to complete and involves 1000 hours of training. Training includes scenario based training, firearms instruction, control tactics, and physical endurance.

    In addition to the physical training, recruits will also undergo academic training in order to pass the Illinois State Peace Officers Certification Exam.

    CHICAGO Twenty-one Chicago police officers have been relieved of powers so far for defying the citys vaccine mandate.

    All city workers were required to report if they were vaccinated by Friday those that didnt would be put on a no-pay status, officials repeatedly warned. But the president of Chicagos largest police union suggested officers defy the mandate leading to a flurry of lawsuits late last week and questions over how many officers might be taken off the streets.

    As of Tuesday afternoon, just 21 officers have defied the mandate and been put on no-pay status, Supt. David Brown said during a news conference.

    We would go against our oath to take this virus into their homes.

    The department has not experienced any staffing shortages as a result of the mandate, Brown said.

    Illinois Police Officer Requirements

    The Illinois Law Enforcement Training and Standards Board oversees the states law enforcement hiring process by setting basic standards of eligibility. The requirements listed below are the minimum requirements for new recruits with all law enforcement departments in Illinois.

    To become a police officer in Illinois, you must meet the following basic requirements:

    • Be a US citizen either by birth or naturalization
    • Be 21 years of age or older at the time of hire
    • Possess a valid drivers license
    • Have a high school diploma or GED
    • Complete an approved basic training course within six months of initial hire
    • Not have any felony convictions nor convictions of disqualifying misdemeanors

    While all law enforcement officers must hold these qualifications, individual departments are permitted to have additional requirements for new recruits beyond the state minimums. For example, Chicago police officers are required to have 60 semester hours of college credit or three years of consecutive military service, or a combination. Aurora police officers with college coursework or a degree are paid more than those with a high school diploma. Aspiring police officers in Naperville are required to have a bachelors degree by the time they begin employment with the department.

    Jon Burge Torture Allegations

    Since the early 1980s, official investigations have responded to numerous allegations against former Commander Jon Burge, who has been accused of abusing more than two-hundred mostly African-American men from 1972 to 1991 in order to coerce confessions to crimes. Alleged victims claimed that Burge and his crew of detectives had them beaten, suffocated, burned, and treated with electric shock. In 1993, Burge was fired from the department, and is currently collecting his police pension. In summer 2006, special prosecutors completing a four-year investigation concluded that they had enough evidence to prove crimes against Burge and others, but “regrettably” could not bring charges because the statute of limitations had passed. In January 2008, the City Council approved a $19.8 million settlement with four men who claimed abuse by Burge and his men.

    In October 2008, Patrick J. Fitzgerald, United States Attorney for the Northern District of Illinois, had Burge arrested on charges of obstruction of justice and perjury in relation to a civil suit regarding the torture allegations against him. Burge was eventually convicted on all counts on June 28, 2010, and was sentenced to four and one-half years in federal prison on January 21, 2011.

    According to a 2020 study, torture was used against 125 black suspects over the years 1972-1991. In 2009, the Illinois state government created the Illinois Torture Inquiry and Relief Commission to investigate torture by police.
