‘Extreme disappointment’: An off-duty Tampa officer charged with solicitation of prostitution

The following information is taken from the Suffolk County Police Department‘s Media Incident list for the Fourth Precinct. The following individuals are not convicted of a crime, but have been arrested on the charges. Defendants are considered innocent until convicted or proven guilty. These are the arrested and incidents from Oct. 25 Oct. 29.

Arrests:

Jacyln Aloi, 29, of Hauppauge, was arrested Oct. 29 at 5:21 p.m. for criminal impersonation. According to police, Aloi called North Shore Orthopedics in Smithtown on Oct. 18 to get someone else’s prescription filled. She was arrested on Veterans Highway.

Police Perceptions Of Vice

Of particular interest to this research are the attitudes of police officers about vice. They are the ones enforcing such laws and it makes sense that researchers should investigate their perceptions of vice offenses. However, only one study was found that directly measured police officers’ attitudes toward vice crime in the American context .

Wilson et al. surveyed a small suburban police department in a metropolitan area. The survey measured general attitudes toward vice crimes via a nine-item Likert scale and general punitiveness toward vice crimes via a 25-item intervention scale. The findings related to prostitution are discussed here.

Wilson et al. found that, in general, respondents did not feel that vice was a serious problem in their city and did not require immediate attention from the police, although an overwhelming majority of officers agreed that vice leads to more serious crime. The researchers found no support for devoting more resources to control vice. Police officers also did not care to legislate morality. Instead, a non-interventionist position was held among the sample, with officers believing that the department should not intensify its efforts to enforce public order laws.

The enforcement of the laws surrounding prostitution have not, in legal history, been static.

Though during the 1970s and 1980s, a policing and enforcement approach was developed that was aimed primarily at female prostitutes. The Police Reform and Social Responsibility Act 2011 delivered a new framework for police accountability in England and Wales. It created police and crime commissioners in England and Wales in 41 police authorities, not including London. The commissioners have a variety of responsibilities, including holding their police force to account, hiring and firing the chief constable and setting policing priorities, including the budget. PCCs are held accountable by the police and crime panel within each force area, which they themselves appoint.

Thus, paradoxically, although not legally defined, prostitution is a clear police category, which will have the status of a legal category in subsequent stages of the penal chain. In a kind of hierarchical reversal , it is these street-level public servants who describe and categorize what law does not. So if this category is used in practice, what does it mean? What makes a person a prostitute in the eyes of these policemen?
