“It’s kind of a first step,” Michigan State Police spokeswoman Shanon Banner has said. “It helps in the investigative process. If someone says they have insurance, they could have applied for it in the last 15 days. It’s very likely to return a ‘no’ and in fact they have insurance.”

Thus, the state police is not using the information as the primary impetus for a traffic stop, Banner said.

“We’re not making that a primary stop,” added Bay County Undersheriff Troy Cunningham on his agency’s approach to the issue. “You can, but that’s not what the deputies are doing. They’re looking for a more serious violation. At this point, we’re not making this a reason for a primary stop.”
