Candidates who pass the LEE are placed in the Eligible Pool for a period of two years. The Eligible Pool is then used to fill positions for all law enforcement titles in all Civil Service jurisdictions.

Newark Police officers attend a retirement ceremony for Cpl. Jeff Schwagel last year. Recent retirements and a declining number of applicants have left the department short staffed.

Facing several vacancies and an ever-decreasing pool of applicants, the Newark Police Department is turning to signing bonuses in an attempt to attract more potential recruits.

New hires will receive a $5,000 signing bonus after completing field training. Applicants who are already certified as police officers and want to leave their current agency to come to Newark will receive $10,000.

I dont have to tell you about whats going on in society with law enforcement and the microscope that police officers are under much more today than they were five or 10 years ago, said Lt. Andrew Rubin, a spokesman for the Newark Police Department. Thats made recruiting more difficult. Theres less people who want to be police officers.

Last month, three officers left, including one who retired and two who are going to federal agencies. NPD now has five vacancies in the 72-officer department, as well as several other officers who are out on long-term leave due to injuries or other reasons.

Meanwhile, more than a dozen other officers are eligible to retire at any time.

The department recently had to reassign some officers from specialized units to ensure that patrol shifts are fully staffed.

While always a challenge, hiring is even more difficult due to the reduced number of applicants, Rubin added.
