The leasing agreement with Flock that was approved by the commission is for three years, at a cost of $55,000 per year. Additionally, an initial $4,950 cost will be paid for Flock to install the ALPRs at various locations, within the public right-of-way, in Salina. Altogether the cost to the city will be $169,950.
Soliman-Valdez said after this approval it will typically take around two months for Flock to get the system installed and ready for SPD to use.
“We do white glove service in the sense that we’ll be submitting permits with city, scheduling installation and then there will be follow up training with your department,” Soliman-Valdez said.
Update: Are State Laws And Privacy Advocates Pushing Back
The good news is that pushback is happening, in the courts and the state legislatures.
Recently, the Federal Eight Circuit court of Appeals found that private license plate data collection companies do not have unlimited First Amendment rights to photograph everything and scan and save the data. States like Arkansas in this case have tried to pass restrictions on data collection. The Arkansas law stands, and only allows data collection from government entities. The Plaintiff in the case, Digital Recognition Network Inc was hoping to get its own data collected by private towing companies or other venues, in order to sell the data to other private entities repo firms, car insurance investigators, or anyone else who would pay.
And California just passed a new law requiring ALPR operators to safeguard the data and personal privacy of the individuals and cars scanned in data sweeps. With the data defined as personal, any security breach of personal data would trigger notification requirements to be disclosed to the individuals.
Essentially this gives individuals the right to sue private companies if they are hacked and their private location data is exposed. These changes to Californias civil code become effective on Jan 1, 2016.

Why Did Spd Choose The Flock System
Despite the issues Salina police have faced with its previous experience of ALPRs, Morton said the technology is a useful tool for law enforcement and the department began looking at what other options might be available.
” not only mobile, but also fixed and what also works in conjunction with the technology we already have,” Morton said.
The department uses body cameras and in-car cameras made by a company called Axon, and Morton said the mobile version of the Flock software is integrated into the Axon in-car video system that SPD uses.
Because of this integration, Morton said the department won’t have to access multiple databases for information.

I knew my conversation was on video, and my motive was not to put the deputy in an uncomfortable position. I have personally called the Pinellas County Sheriff offering to pay for any potential citation.
I have expressed great remorse to the Mayor, and I apologize to the residents of Tampa who have a reasonable expectation of better judgment from their chief of police.
As someone who has dealt with, taken ownership of and grown from my past mistakes, I know that no one is above the law, including me.”

ALPR data is gathered indiscriminately, collecting information on millions of ordinary people. By plotting vehicle times and locations and tracing past movements, police can use stored data to paint a very specific portrait of drivers lives, determining past patterns of behavior and possibly even predicting future onesin spite of the fact that the vast majority of people whose license plate data is collected and stored have not even been accused of a crime. What Flock Cameras Capture
Its an up-and-coming technology that probably at some point in time most agencies in the area will have, said Bob Chabalis, Fairfield Townships police chief.
As vehicles pass, the cameras take pictures of their back license plates. The information is stored in a cloud-based database accessible to all entities using the system.
An alert will be sent out if a vehicle registered to someone with a felony warrant, stolen vehicle, or other infraction, enters the township, said Joel Herzog, West Chesters police chief.
This is basically a safety net thatll put over the township, Herzog said. Over 70% of crimes involve a vehicle.
The system will also alert law enforcement if a vehicle involved in an Amber alert or other missing person alert passes a camera.
Participating jurisdictions can also search the database to see if a vehicle involved in a crime is nearby. Police can also enter data about a vehicle to alert other agencies. It gives us real-time alerts almost immediately on stolen vehicles, wanted felons, Herzog said.

Myth : All Plates Are Created Equal
A second myth is that all license plates are created equal, which means a bargain one-size-fits-all ALPR solution with third-party OCR is good enough for any jurisdiction.
Unfortunately, this isnt true at all: Different colors and materials present different challenges, and some combinations are harder to read than others. Police Say Flock Safety Cameras Don’t Have Facial Recognition Capability
The chiefs say the cameras don’t have facial recognition capability and are not used for traffic enforcement.
It doesnt give us a reason to stop the person because theyve not committed any crime but it does alert us that person is in the area, Herzog said. The cameras do not have facial recognition capability and are not used for minor traffic violations, or traffic enforcement, both chiefs emphasized.
This is not a red light camera, a speed camera, or to say, hey, this persons got unpaid parking tickets. Thats absolutely what it is not used for, Herzog said.
Data is automatically deleted from the system every 30 days. That avoids any sort of privacy concern, privacy issues that might exist, Chabalis said. It takes human bias out of crime solving by detecting objective data and detecting events that are illegal such stolen vehicles, vehicles used in robberies, etc.
A Flock representative said both agencies paid the same price for the cameras: $2,500 per year per fixed camera, known as a Falcon. There is a $350 one-time installation fee per camera. The portable camera, known as the Falcon Flex, is leased at $3,000 per camera and there is no installation fee.
Fairfield Township bought and installed 13 cameras at a cost of $37,050. This covers just about the entire township, Chabalis said. Once its known it should serve as a deterrent to crime.

The TALON system is used nationwide, and more than 500 police departments in 1,000 cities have access to these cameras. It works so fast that it can deliver 500 million scans a month. Unfortunately, there isnt much you can do about it.
As Levinson-Waldman explains, the Supreme Court has held pretty clearly that because vehicles on public roads could be seen by any member of the public, theres just no expectation of privacy in the context of license plates.
If ALPR devices become more widespread, the government might need to establish regulations to protect its citizens privacy.
