In my experience as an Accident investigator, this happens about 15% of the time. It is generally the officers desecration if he cites anyone. In some law enforcement communities it is required that he write a citation. Generally if he writes a citation or not, he still has to assign blame for the accident.
In a very small percentage of auto accidents, he may not be able to determine who was at-fault, he will then generally write no citations and note the conflicting stories and either assign blame to both drivers or none. This can be a problem, if your car was a total loss and you only have liability, no one is going to replace it.

If you have anything other than a 1 or none, you could contributed some or all to the cause of the accident. If no citations were issued at the scene of the accident, attorneys may look at the contributing factors to determine if someone was liable for the auto accident.
The dreaded number 26
26 stands for other. And both drivers getting a 26 in the box is not good. This usually means the officer could not determine who was at fault and puts a 26 in both the little boxes where it says contributing factors. In some instances the officer will explain the 26 in the narrative portion of the police report.

Police records are released in accordance with the Connecticut Freedom of Information Act. The fee for copies is $.50 per page. Prepayment is required for fees estimated to be ten dollars or more.

The following are types of data and information that may be included. Please note that there is no universal police report. Information will vary from department to department.
- Identifying information for all parties involved in the incident, including full name, address, phone number, date of birth, social security numbers, driver license numbers

Answer: Police reports may only be released to authorized parties and according to State law. Reports involving certain types of crime cannot be released to anyone, except district attorneys or law enforcement agencies.
A police report can take 2 to 5 business days after an incident to be written, investigated and approved. Reports of major cases and complex investigations can take much longer to complete. Reports must be approved before the records staff can release any information or provide any copies to the parties. Requests will be responded to within 10 calendar days pursuant to Government Code 6253.
Most information in police reports is confidential and cannot be released to the public, per State law, nor can we release information to parties over the phone. Press releases are written about cases or incidents of public interest. A press release may contain some information or details about an incident or the involved parties when released to the media. Police reports will not be released directly to the media. Current press releases are available to the public and are posted at our front counter. Information on some past incidents is also available to the public in the news archives of local media and local libraries.
