Traditionally, law enforcement in the U.S. is a local affair. As settlers moved west in the 19th century, communities set up their own sheriffs offices, sometimes because there was not yet a state established to control law enforcement. Policing remained localized because Americans were resistant to the idea of a standing army policing their streets, says Paul Hirschfield, a sociology professor at Rutgers University. While in much of Western Europe policing and training is nationalized, in the U.S. today, nearly half of the 18,000 police departments have fewer than 10 officers, according to the Bureau of Justice Statistics. Each goes about training in a different way. Money often dictates how.

Amid a growing movement toward police professionalization that started in the late 1950s, states set minimum training standards but left it up to individual departments to decide how to meet them. Big cities like New York and Los Angeles could afford to set up their own police academies. They screened and hired cadets, then paid their salaries as they attended training.

Small departments could not afford to do this, so they sent recruits to outside academies. Sometimes they paid their tuition, but sometimes they required would-be officers to pay for their own training before being considered for jobs, a practice that is widespread today.

It takes a lot of education to prepare for a career in law enforcement. Like any other type of academic study or professional training, the costs can be significant. While the costs of attending a police academy vary widely from one jurisdiction to another the information below can help give you an idea of the financial investment required to become certified as a police officer:

ORLANDO, Fla. By all accounts, James Baker instantly recognizable by his hulking 6 feet, 5 inches frame, bulging biceps and tattoo-covered arms is an effective police officer within the Orlando Police Departments Neighborhood Patrol Unit .

The unit is tasked with getting to know neighbors in areas of high crime to build trust and generate tips.

But the Orlando Police Department almost never came to know Baker because of his tattoos.

If the departments policy would not have allowed Baker to show his tattoos on his arms when he applied for the job, he probably would have reconsidered.

Bakers arms are full of art, he said.

My tattoos are inspired by different movies and TV shows and cartoons that I loved growing up in the 80s â the Joker from Batman, Ninja Turtles, Baker said. Its a form of expression. Allows you to know what Im into. And what I enjoy. Shows you that Im a normal person and I have similar interests as a regular person walking around.

Chief Orlando Rolon said after two years of trying to update the departments policy on tattoos, he finally succeeded.

It used to be that anything below the sleeve could not be shown, Rolon said. A lot of people are coming into the profession with tattoos on their arms or bodies. I dont know the exact percentage but I can tell you its a very high percentage, not just police officers but firefighters, the military.

Not have any tattoos that would be visible wearing the standard long-sleeve uniform
Already be certified as a law enforcement officer in Florida or be currently enrolled in a basic training program approved by the Florida Criminal Justice Standards & Training Commission*

*Candidates must graduate from the basic training program within 30 days of submitting their application to TPD. There is no salary or stipend given to recruits while they complete the basic training program, but the department offers 12 to 15 scholarships per year. The IRSC Florida Law Enforcement Academy Basic Recruit Training Program consists of 848 hours of training. The daytime academy is approximately 24 weeks in length and generally meets Monday through Friday from 7:45 a.m. to 5:00 p.m. The evening academy is approximately 44 weeks in length and generally meets Monday through Friday from 5:15 to 9:30 p.m., with an occasional Saturday class. The Tampa Police Department has three patrol districts, each with their own District Latent Investigation Squad , rapid offender control officers , a crime prevention unit that works with community and business leaders, and school resource officers assigned to schools within the district. The departments budget provides funding for patrol, operations and other specialty areas in the TPD which include the Criminal Investigations Unit, Major Crimes Bureau, and Special Support Division.
