Reporting Harassment To The Police
Before filing a police report for harassment, gather all the evidence of the harassing behavior you can, including print outs of emails, text messages and social media messages and hard copies of your phone records. Ask any witnesses of the harassing behavior if they are willing to be interviewed by the police and if so, create a list of witness names, addresses and phone numbers. If you receive a bomb threat over the telephone, Ready.gov provides the following information on what to do:
- Get as much information from the caller as possible. Try to ask the following questions:
- When is the bomb going to explode?
- Where is it right now?
- What does it look like?
- What kind of bomb is it?
- What will cause it to explode?
- Did you place the bomb?

You Cannot File A Report Online If
- A threat was made or violence was used during the incident. If you are in immediate danger, please dial 911. If you are no longer in danger, please call us at 613-236-1222, extension 7300.
- Evidence was left on the scene such as, but not limited to blood, tools, clothes or any item related to the incident. Please call 613-236-1222, extension 7300 to file a report.
- The incident being reported did not happen in Ottawa. Please contact the police service in the city where the incident happened to file a report.
- The stolen property is a passport
- The property lost is a cell phone, licence plate, bank card or government issued identification, with or without a serial number. Please contact your service provider to get a replacement.

Maintain detailed notes about the stalking conduct. Dates, times, places, actions and threats are easier to explain and remember when written down.Keep all recorded telephone messages, e-mails, gifts, letters or notes that have been sent by the individual. Keep a list of emergency numbers posted in several locations. Emergency numbers should include:

Pay attention to incidents that may seem coincidental. Are you suddenly running into this person more often? If you are not sure if you are being stalked contact the police.
Do not agree to have contact with a person who you think may be stalking you. Do not try to deal with a stalker by yourself. Each stalking situation is different. Rather than intervening with the person yourself, contact the police. Consider that sometimes, when a stalker is confronted or meets with resistance, they may react with violence or the conduct may escalate.

Requirements For Filing An Online Report
Crimes filed online often don’t need in-person police response. To file online, the incident has to meet the following criteria:
- It’s not an emergency
- There’s no known information or suspects about the crime that can be followed up on
- You must have a return email address
- You must be 18 years or older

- Date and time when the incident occurred
- Location, address, and name of the business where the incident happened
- Your name, date of birth and contact information
- The name, date of birth and contact information of other persons involved in the incident

What Is Stalking?
Stalking refers to harassing or threatening behavior that is engaged in repeatedly. Such harassment can be either physical stalking or cyberstalking.
Physical stalking is following someone, appearing at a persons home or place of business, making harassing phone calls, leaving written messages or objects, or vandalizing ones property.
Cyberstalking involves using the Internet or other electronic means to harass.
Either type of action may or may not be accompanied by a credible threat of serious harm. But both types can cause psychological damage, and each can potentially lead to an assault or even murder.
All states have anti-stalking laws, but the legal definitions vary. Some state laws require that the perpetrator, to qualify as a stalker, make a credible threat of violence against the victim. Others require only that the stalkers conduct constitute an implied threat. The model anti-stalking code developed by the National Institute of Justice doesnt require stalkers to make a credible threat, but it does require victims to feel a high level of fear.
Who Is Affected?
The landmark Stalking in America study by U.S. Department of Justice and the Centers for Disease Control concluded that eight percent of women and two percent of men have been stalked at some point in their lives. Researchers estimated that about one million women and 400,000 men are stalked each year in the United States.

What Qualifies As Harassment
Another important thing you need to know about is whether something actually counts as harassment or not.
The legal definition of harassment can change in each state, so it is very important that you check the specific statutes within your local jurisdiction.
That being said, in most states harassment is usually defined as a misdemeanor, in which you are suffering discrimination, threats, direct danger to your wellbeing, and similar.In order to be able to claim harassment, you will need to prove two main things:
- Firstly, prove that you felt harassed due to something that was said or done to you
- Secondly, prove that what was said or done to you, was out of an intent to torment, scare, threaten, or embarrass you.
The penalty for the harassment will then depend on the type of harassment, the severity, the situation, and the state in which you are in.
Decide Where To File Your Application
You must file your application in the justice court for the township where the stalking, aggravated stalking, or harassment took place. Stalking or harassment is committed “where the conduct occurred” or “where the person who was affected by the conduct was located at the time that the conduct occurred.”
You might be able to choose from between two courts when deciding where to file. For example, if the adverse party is stalking you in Las Vegas, you could file your application in the Las Vegas Justice Court. But if the adverse party is also making threatening phone calls to you, and you received those phone calls in North Las Vegas, you could file in the North Las Vegas Justice Court.
